Gulliver chega a Lilliput e tenta impedir a guerra entre esse minúsculo reino e seu igualmente minúsculo rival, Blefuscu, além de facilitar o caminho para o romance entre a princesa e o príncipe das terras opostas. Nisto, ele é auxiliado e dificultado alternadamente pelo pregoeiro da cidade liliputiano e pelo orçamento geral, Gabby. Uma situação de risco de vida se desenvolve quando o trio de espiões Blefuscu, Sneak, Snoop e Snitch, consegue roubar a pistola de Gulliver.
